I started a new game after installing the official patch 1.03 from SF's main download site. Besides lowering overall manpower generation (a welcome fix), it did do one very annoying thing that I was quickly able to deduce:

The new rules for building fleet-divisions mean ships now use no manpower, so manpower totals were readjusted accordingly;

However: This was NOT fixed retroactively for fleets already built, nor does it apply to fleets that you begin with at the start of a game (at least the grand campaign, anyway).

I started a new game as Britain, and was shocked to see a -147 manpower to begin with....then I disbanded all my starting fleets and got manpower up to around +200 or so...rebuilding said fleets cost 0 manpower under the new patch, so you can manually rebuild your fleet and get all that manpower back.

The problem is, of course, that just the MW divisions you scrapped cost $5000 each to build, and England starts with at least 20 of them, meaning you'll have to spend $100,000 just to rebuild those 20 divisions, not to mention the additional resources and time it takes to rebuild your fleet.

The beginning values of the fleet's manpower-usage has to be reset to 0, I have no idea how to do this, but it needs to be done or else Britain gets unfairly shafted as a Great Naval Power...vs say, the U.S. who can very easily scrap and restart their modest fleet.

Interesting.

Couldn't you just edit UK's stats to correct the manpower pool?
