My game does not start. After i click play, it says preparing to launch Darkest hour, but then the game does not even load. Nothing happens what so ever. Is there a known reason why? Arsenal of democracy does not do this on my cpu. Any suggestions or help?

On which Operating System?
Which version of DH (1.00, 1.01, 1.01.1)?
Is the launcher that doesn't work? Do you get the first window where you can choose language, screen resolution, sounds, music, Mods? Or the game stops after you select those parameters and you click on Launch?
Is the Launcher loaded, which screen resolution did you choose? Fullscreen or windowed mode?

Just the quick run down of the usual candidates.
a) don't instal the game under program files or any other folder that is protect by win7 uac, use a new folder like c:/games/DH/
b) try to start the game as adminstrator
c) get the latest patch from the tech support forum and move your game installation out of your steam folder. !Steam autopatch does not provide properly patched game versions atm!
d) if it doesn't help please provide more data, f.e. turn on the extra debuglogs in the settings.cfg and provide the savedebug.txt file for us to check.

its the original unpatched DH. i do not get to the first window. i do not have windows 7 i have xp but should i still make a new folder, i am in the admin on my cpu, ill try the patch

do i have to move the game out of my steam folder, also, do i need to move it out of the steam folder to use mods
i have installed the update in /c/programfile/steam/steamapps/common/darkesthourahoigame and when i launched from installer it said i do not have a .NET framework. and when i launch from steam it does the same thing it did before, should i copy the file from steam to a new folder and try again
It's always a good idea to move the game out of the steamfolder as steam autoupdates break the game.
You should be able to start the game using the darkest hour.exe, you can edit your settings (like game resolution) with notepad in the settings.cfg.

i downloaded the .net framework and it would not work on steam, ill copy it into another folder not in steam and see if the game works

I think you just have to copy the folder to the desktop or another directory out of the Steam folder, apply the patch there and run the game from there.
