I built 10 Steamer Transports and deployed them in their home port. However, whenever I go to move them out to sea, I get the little black x that signals that a unit can't move there, and they I can't get them out of their home port.

All my other naval units work fine, including the old Clipper Transports.

Any ideas what could be causing this?
 
That sounds weird. You didn't build them at a lake or the Caspian Sea by chance?

There are no "unfriendly waters" and no coal is consumed when moving ships.
 
I've sometimes had the issue that if I click onto another stack of units when I order the movement it's not allowed. Are you perhaps doing that?
 
Take a screenshot and post it on imgur.com or something? It is possible that home port is situated against a channel, and you're at war with the owner of it thus barring access. Or maybe ships can't disembark with 0 morale? Do ships start at 0 morale?
 
Ships are always able to move.

There have been cases of 0 ship stacks, but even they move.
