Please explain your issue is in as much detail as possible.
New Destiny trait, Tzynn Tithe, is available not only to Generals but also to Admirals, Commissioners, and Strategists.
Tzynn Tithe is designed for generals but all the other classes also have a probability of getting that trait as well.
Also, Tzynn Tithe's description implies that it is unique destiny trait, only available for specific renown paragon.
Is this intended feature? Or is it a bug?

Steps to reproduce the issue.
Grab some commander leaders and use skills console command.
