Please explain your issue is in as much detail as possible.
I sent a leader (an Official) to the galactic community as my delegate. They were previously governing a planet. When at the galactic community, the leader is no longer eligible to govern planets. Even still, I get the warning bubble at the top of the screen that there is a hired leader with no assignment. When I go to the leader management screen, the leader I sent to the galactic community also shows up as unassigned.

It would be nice if either a.) delegates to the GC could still perform their normal duties in the empire, or b.) that the game recognizes they're busy in the GC, and not mark them as idle.

Steps to reproduce the issue.
1.) Progress far enough to form the galactic community.
2.) Assign a planetary governor as the delegate to the GC.
2a.) It is possible this only happens with Officials. I have not tried any other class of leader as my delegate.
3.) Observe that a warning bubble for "Idle Leader" appears at the top of the main screen, and that the Leader management page shows your delegate as being idle.

Wait a minute, you guys cant reproduce this? Because literally every player is experiencing this bug in 3.11.1.

If you assign a delegate to the galactic community, you still get the notification icon saying that the leader is idle, and the delegate does not provide any bonuses to diplomatic weight.
 
We are aware of the issue, it has already been added to our bug database.
Good to hear. Is there other information I could provide that would be especially helpful, particularly anything that the save file I included wouldn’t show?

The leader in question is on my empire’s council, and was actively assigned as a planet’s governor when I reassigned to the GC (that is, I did not remove their governorship myself, I just directly moved them to the GC and the governorship was removed automatically).

I’m a software engineer as my day job, so I know that user comments are often too sparse on context. Let me know if there are additional details the team could use, and I’ll do my best to provide them.
