[3.8.2-Gemini] (947b) Zroni Psionic Archive - Ask for an Insight doesn't prompt for level up trait selection

Please explain your issue is in as much detail as possible.
The Zroni precursor artifact has an option, "Ask for an Insight", that increases the ruler's level by one. Doing so doesn't prompt for a level up trait selection pick even with Galactic Paragons available; it auto-selects a trait at random. It shouldn't do that and the user should be prompted like the normal level up flows do.
Steps to reproduce the issue.
1. New game.
2. add_relic all
3. Activate the r_zro_crystal Psionic Archive
4. Ask for an Insight at the choice menu.
5. Observe that you are not prompted to pick the trait assigned at leader level up.
