Please explain your issue is in as much detail as possible.
I am playing as a determined exterminator, modular ascension. I selected Cosmo Genesis and built the Lathe. Initially, the Lathe was working as expected. I have seen this bug before, so I was checking every few months to ensure it was working correctly. After a few years I stopped checking. I am not sure what year or event triggered it, but the Lathe is now producing 15 trade and nothing else from a population of 1931. The Lathe has ascension level 10, 2x Expanded Reactors, 2x Neural Stabilizers, 2x Synaptic Preservers. I am being charged the monthly upkeep for the residents of the Lathe; 66 energy, 17 food, 3 alloys, 2 exotic gasses. I checked the species rights and all were set to Undesirable with Purge Type of Chemical Processing. I changed all species to Purge Type Synaptic Service, it had no impact.

Steps to reproduce the issue.
As a DE, build the Lathe and put at least 2000 pops on it with type "Undesirable" and purge type equal to either Chemical Processing OR Synaptic Service.
