This is probably due to the utopia.2681.name part of utopia_ascension_l_<lang>.yml

Maybe the devs thought, that if a player took the psionic ascension, there are should be at least two psionic leaders in his empire. This event checks only existence of the third and fourth potential leaders. That's why you had only two blank options, not all four.
