Please explain your issue is in as much detail as possible.
One of the changes with the espionage system was that diplomatic information, i.e. the weights of reasons while an empire will or won't accept a diplomatic offer, are obscured without sufficient intel on the empire in question. This works correctly on the main diplomacy screen, but if you select a particular diplomatic option, e.g. Establish Embassy, the screen will display the diplomatic weight information regardless of current intel levels.
Steps to reproduce the issue.
Open diplomacy with another empire that your empire has low intel on.
Hover over a diplomatic option, such as Establish Embassy.
Receive the Insufficient Intel mouseover text explaining you can't see the reasons why the empire will or won't accept the offer
Click the diplomatic option
Hover over the diplomatic weight indicator
Receive detailed information on why the empire will or won't accept the offer
