Please explain your issue is in as much detail as possible.
The AI never proposes changes to their federations. Meaning AI federations never become much more than a multi empire defensive pact.

They should grow and develop just like the players does. And because they don't touch it, it makes it feel like the player is cheesing when they form or join a federation since the player seems to be the only one that can interact with it; essentially rendering their federation the only true union in the galaxy, regardless of how many other federations have been formed.

Trying to change their ai weights in the files to get them to utilize their federations features and benefits has no effect. Meaning the issue is likely hardcoded.

Steps to reproduce the issue.
Form a federation in single player and just don't try to change anything or interact with the laws, or you can watch any AI federation in Observer mode.
