[Andromeda v3.12.1] [73e4] Necrophage Devouring Swarm unable to purge primitive hive mind pops

Please explain your issue is in as much detail as possible.
When playing a necrophage devouring swarm you are unable to utilise necrophage purge on the 2 spawned primitive hive mind worlds near you as "uplifted parts of the hive cannot be purged", this is especially unusual as devouring swarm is a genocidal civic.
As you lack the chamber of ascension by being a devouring swarm you are unable to convert these pops to your primary species.
I thought the issue could be due to stellar cultural shock or species rights cooldown, but after waiting 10+ years I was still unable to change species rights. Unknown if the issue applies to all hive minded pops that are conquered or just primitive ones.
Steps to reproduce the issue.
1. Create an empire with Necrophage Origin + Devouring Swarm Civic
2. Find your 2 primitive hive mind worlds and invade them
3. Check species tab
