Please explain your issue is in as much detail as possible.
The Gray Tempest in the L-Cluster has been defeated by me during this game a while ago, but I noticed that the related resolution is still around in the galactic council. It probably shouldn't, since the crisis has been resolved and the issue to be debated isn't there anymore.

I'm only using an habitat cap mod to limit the late game performance drop.

Steps to reproduce the issue.
Load the savegame and look into the galactic community window: you will see the Gray Tempest resolution still in line to be debated.

I play unmodded and have same issue.

This was already reported in the first week of Federation ( 2.6) with very simple fix (they are 2 flags for the Tempest and PDX has simply chosen the wrong), this forum is *** dead.
