can modify species which are not in my empire... nor in the galaxy?

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
(all dlc + nemesis)
See screenshot: this icon appear for species which are NOT in my empire. (In fact, i do not even find them in the galactic tab!)
if i click on it, it opens the "galactic" menu for species modification, not my empire.

Check for species in the galaxy table:

find none.

Those species are (most propably) pre-sapients You can(not) uplift. They are living somewhere in Your borders, but before You colonize planet they are living on, they will not appear in species tab.
This bug is already reported.
