Please explain your issue is in as much detail as possible.
If your trying to change your planetary specialization from consumer goods to alloys, you first have to demolish the civilian industries building, then build the foundries one. Wasn't the whole point of the replace button to avoid exactly that?
Steps to reproduce the issue.
Build civilian industries, then try and replace them with foundries.
