Stellaris does not start from the launcher

When I try to start stellaris from the launcher, it looks like the image and I cannot start it. stellaris has already been reinstalled and integrity checks have been tried.

I also installed Visual C++ and Net Framework and disabled all mods.
I Added dowser.exe, stellaris.exe, bootstrapper-v2, and Paradox Launcher to the Windows Defender exclusion list.
Also uninstalled the launcher application and the following files

- User/AppData/Local/Programs/Paradox Interactive
- User/AppData/Local/Paradox Interactive
- User/AppData/Roaming/Paradox Interactive/launcher-v2
- User/Documents/Paradox Interactive/Stellaris

try erasing launcher-v2.sqlite in C:\Users\Utilisateur\Documents\Paradox Interactive\Stellaris and start the launcher again (don't panic the file will regenerate, if you don't trust me make a save )

Then go to C:\Users\Utilisateur\AppData\Local\Programs\Paradox Interactive\launcher and there choose the latest version of the launcher, launch it and make a new install (I suppose you made the install/repair process from the Stellaris folder). It is possible that the launcher doesn't detect the mods at the first launch.
P.S. : the install is quite long... don't panic if the progression bar seems to freeze.

Sorry for the late reply. I was reinstalling and it was late.

So, I presumably have the latest (Users\AppData\Local\Programs\Paradox Interactive\launcher-v2.2023.1.1\Paradox Launcher.exe) Is this correct?) I launched and updated the launcher and it launched a launcher that is not via steam. What should I do next?

Launch Stellaris from Steam. The launcher may msk you the path for thé game

Yes, stellaris was working fine until a while ago. However, once I tried to launch it from the launcher with the fullscreen setting and it launched with a resolution of 3960x2060 on its own, even though it was launched with the 1980x1080 setting. Then, when I changed the settings to borderless and tried to start stellaris again, an error occurred and it would not start.After reinstalling stellaris, it would still start on rare occasions, but the error would occur regardless of borderless or full screen settings.

And yes, CK2, EU4 and HOI4 work fine via launcher.

As a side note, if you launch stellaris.exe directly from a local file and not via the launcher, you will be able to launch stellaris. However, if I launch the launcher from steam and try to launch stellaris with that launcher, an error occurs. This was also the case when launching from a paradox launcher not via steam.

Right click on stellaris.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, 1920x1080, Vsync off, refresh rate 60.

Is that any better?

Just a moment ago, I ran steam itself as administrator, and stellaris started up via the launcher as well!
For the time being, it seems to work. Thank you both very much. I should have realized this earlier...

Is your issue, IE, the launcher is having a permission/access error when trying to start the game executable. Per

you should check the properties of the stellaris.exe file and see if it has "start as administrator" enabled, and disable it.
