Please explain your issue is in as much detail as possible.
In short, federations will collapse immediately after formation, if the player (or AI) has a subject which the other AI does not like.

So for example:
1. Empire X (player or AI) demands subjugation of empire Z (which I have noticed is usually a former part of empire Y, separated due to rebellion etc.) => empire Z becomes subject of empire X.
2. Empire X or Empire Y ask to form a federation with each other, with high acceptance.
3. The federation is formed, and a few days later it will immediately collapse due to the participation of empire Z inside the federation, which empire Y does not like.
4. The federation remains in existence even if only empire X and Z are the only members left.

(Not sure if this is a bug or (un)intended feature, but even so, I believe it should be the case that then empire Y should have very low acceptance to join the federation, or there should be some other solution. )

Steps to reproduce the issue.
See above. The mods I have installed do not directly nor indirectly affect the aforementioned game systems (the mods make UI changes and add colors), and the issue persists without mods.

I attach 2 separate save files (they load without mods) where this has occurred (before save date), I give the details here:

autosave_2369.01.01.sav:
- Harmonic Oscillator (AI) and Garlean Empire (AI) tried to form a federation which split apart almost instantly, due to presence of Consolidated Stalker Provinces (subject to Garlean Empire, but former part/subject of Harmonic Oscillator)

autosave_2298.01.01.sav:
- Shell plc (Player) and Salorim Pact (AI) tried to form a federation together which split apart almost instantly, due to presence of Chimera Ant Prime (subject to Shell plc, but former part/subject of Salorim pact)
- I 'fixed' this by releasing Chimera Ant Prime as a subject and then forming the federation again (as seen in the current year of the save).
