Fleet Manager still messing up if fleet is in combat [v3.0.1 (c04b)]

Please explain your issue is in as much detail as possible.
If the reinforcements for your fleet arrive (after the "in transit" thingie) at a point, where said fleet is currently in a combat situation, the fleet manager places the ships at the constructing starbase, instead of the system, where the fleet is located. You lose in this situation not only the "in transit"-time but also the "fly to the fleet to merge" time... so its doubled. Also it messes with your fleet constellation, because you get each ship into its own single fleet.


Steps to reproduce the issue.
1. Take your starting fleet to any (potential) enemy border.
2. Go to the fleet manager and make this fleet into a fleet of 20 corvettes e.g.
3. Start a war with your friendly neighbor.
4. Order the missing 17 corvettes as reinforcements.
5. Fly your 3 corvettes into enemy territory and start a combat with an outpost.
6. See, how your reinforcements become all single ship fleets, as long, as your fleet is in combat.

7 Fix the problem, please. ;-)
