Force Spawned Empires Don't

Please explain your issue is in as much detail as possible.
I started a new save as per the usual request of a big patch/dlc, and chose several of my own personally created empires and set them to Empire Spawning Forced option. When I got into the game and started meeting empires none of them were any of the empires I had chosen. I waited until the game auto saved then backed out to the main menu and went to start another new game just to check and all the empires as still set to be forced spawned.
Steps to reproduce the issue.
1) Select a few of your own custom empires and set them to Empire Spawning Forced.
2) Set the Galaxy AI Empires to match the amount of empires you have set to forced spawned.
3) Start the game up and wait until you meet ai empires.
