Please explain your issue is in as much detail as possible.
Glitch retained from v3.8.1: Two flag backgrounds (horizontal.dds and horizontal_stripe.dds, respectively), while appearing normal in program files, are corrupted in-game graphically.

Steps to reproduce the issue.
None, happens automatically regardless of which colors or flag design is used.
