Incorrectly available traits for Gestalts [3.10.0] & [462c]

Please explain your issue is in as much detail as possible.
Several leaders have trait options that shouldn't be available for Gestalt consciousnesses-- Entrepreneur for the regulatory node & for normal leaders. Additionally, science leaders can get Scout (which I'm not sure if is WAD).
Steps to reproduce the issue.
As your leaders level up, see the traits they roll, or check the leader pool.
