When queuing up multiple starbase outpost constructions, the influence cost is not correctly (re)calculated for the second and subsequent construction.
The influence cost should be adjusted to account for the new distance from the empire border, but instead, the initially reported cost is deducted.
This makes it _very_ sub-optimal to queue up starbase construction, contributing to micro management.
Steps to reproduce the issue.
1. Have an influence pool of at least 180 (less if some discounts to outpost construction are applied)
2. Order a construction ship to build two starbase outposts, one in a system one jump from the empire border and the next in a system that is one jump from that system, and two jumps from the empire border
3. Note that when ordering the construction, the first outpost will require 60 influence (default value), and the second will require 120 influence
4. Note that the 60 influence cost is deducted immediately upon giving the order
5. When the first outpost is completed, note that the full amount of 120 influence is deducted from the pool, although the queued outpost is only one jump from the empire border
6. If you now cancel the build order, note that 120 influence is refunded, and it now only costs 60 influence to reissue the order
