Despite the heir being level 3, it has only 1 level 1 trait
Steps to reproduce the issue.
Start the game with imperial and distinguished admiral.
PS Maybe slow down the rate in which you implement dlc a little, so you have time to properly implement, test and balance. Otherwise the game just feels like an extremely expensive beta version of a game with potential.
