What expansions do you have installed?
I have the Subscription

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Planets can not have armies land on them

Steps to reproduce the issue.
Just declare war and attempt an invasion with armies and it wont work,

I have the same issue, all dlc no mods etc etc

Came here to report the same thing. I didn't try on a planet with a defensive army to see if that works but it's pretty game breaking and made me unable to finish a war.
