old fleets dont get deleted but still exist as "empty" fleets in fleet manager

Please explain your issue is in as much detail as possible.
It affects both military fleets and army fleets. With army fleets just have at least 2 units (as ships) then merge the fleets if not done so already and repeatedly split and merge again you will see the number of the fleet going up all the time so fleet 1 2 3 4 5 6 despite that the former number does not exist anymore. With military fleets do the same and then look at the fleet manager which contains a bunch of empty fleets with 0 ships out of something.

multiple merging and Splitting of fleets, also fleets with Event ships inside can cause another issue too. I once went sick of my fleets all having the reinforcement button free to press, despite the fleets being full and not having space for a single more ship, causing starbases producing single ship fleets scattered around my emprie.
I decided to delete ALL my fleets in the fleet Manager, sacrificing the existing ships and rebuild it all from Scratch. It was a big suprise, when it turned out that deleting all fleets from fleet Manager didnt cause all ships to disappear. I suddenly had slight reduced fleets, which didnt appear in the fleet designer. Those ships didnt Count at all towards my ship upkeep and fleet capacity. They were completely free.
 
I can confirm this still happens in the latest version. In my observed game, I had hundreds of empty fleets listed in the manager and across all AI empires.

It's a plague: Here, more than half of the fleets are empty fleets.

I see this a lot in my games and ignore it but it really is a pain in the bum as well and makes fleet manager difficult to work with. In a similar vein if you hit - (minus) button on ship types in fleet manager until 0, they will completely disappear, and you cant find them again. I think a game reload fixes it but reloading a game is the last thing I ever want to do (and I imagine same for most people).

Reloading does not fix this, and leaves the empty fleets in place. In the above save the fleet manager window is almost unusable, because it's designed for few fleets. Once the game have hundreds of empty fleets the manager UI grinds to a halt.

after the -1 ships in buildqueue issue in fleet Manager having been fixed the empty fleets spamming the fleet Manager is probably now the biggest fleet Manager issue left. It is because of all those "singleship fleets", which are created due to failed reinforcements, partially, because the Goal fleet went MIA, the path was blocked or because the ships taking more room than the fleets capacity having left. It would be the next Major improvement if empty fleets get deleted, so at least those "single ship fleets" would not block the fleet Manager and Players would not Need to take the time to delete 100 "single ship fleets" manually. It currently is incredibly annoying to merge all failed reinforcements only to find out, that you fleet Manager stayed clustered and did not clean up itself.

It is way faster having to create a whole new fleet, after u have somehow lost all ships of ur Major fleet (most times at least one ship survives), instead of keeping all fleets that ever existed. They only rarely get deleted after merging.
