Planetary Ring animations not looping properly [V3.8.3][7f44]

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Planetary rings don't spin around planets properly, at the beginning of each in-game month the animation resets and the ring is suddenly jerked back to the beginning of its animation.

Steps to reproduce the issue.
Build a planetary ring and watch it.

Yeah been noticing this as well.

I did some more investigating and it seems this issue is also affecting starbases with moving parts, Ive seen it on Molluscoid, Fungoid and Lithoid starbases.

I know in the grand scheme of things this is a very minor issue but can QA please look into this? I'm OCD and every time I see the animation break it annoys the heck out of me.

The 2nd of every month i see my defense platform cap drop for a day and then return. Same issue with the yuht observation starbase building. The sensor range drops on the 2nd day of the month and returns on the 3rd. It's all the same issue with the planetary rings resetting visually on the 2nd as well.
