Please explain your issue is in as much detail as possible.
The Psionic Archive is currently out of date for the current game balance regarding leaders, since one of its effects is to give the Ruler +5 to Max Level, and one of the active effects give the Ruler +1 Current Level.

As an aside, any effects that cause just grant levels without doing so through experience gains do not trigger the ability to select an additional Leader Trait or upgrade a perk. The game will instead automatically select on its own rather than give you a chance to pick.

*While I do have mods present, but none of them touch the vanilla relics.

Steps to reproduce the issue.
Get the Zroni Relic, Psionic Archives
Check ruler traits & level
Activate Psionic Archive, select level up for Ruler.
Check ruler again. Level is gained, and a trait will be gained or leveled up without input from player.
