Please explain your issue is in as much detail as possible.
I created a new game with syncretic evolution - lithoids main and plantoids secondary. The tooltips for syncretic evolution and serviles say they cannot generate leaders, but when I looked at my initial leader pools, there was an option to hire a general from the secondary species.

Steps to reproduce the issue.

This happens when they have Full Military service, which is bugged to let them bypass the no leaders rule.

It's funnier when that General gets elected, and you end up with a ruler who has the intelligence of a "particularly dimwitted child".
