Title explains it all. Stellaris demands my volume be 27%, and only Stellaris has this problem. Clicking on another window restores the volume to whatever it was before, if it was lower than 27%, it is then raised to 27%.
Uninstalled/reinstalled Stellaris, uninstalled/reinstalled drivers, uninstalled/reinstalled Windows, created a new user account, swapped graphics cards, swapped RAM sticks, swapped CPU chips, swapped motherboards, swapped speakers (because at this point it's just funny), and swapped monitors, just so you could read that. I guarantee the developers of this game are incapable of resolving this issue. Do it. You won't.
