Please explain your issue is in as much detail as possible.
Trader 2 leader_trait_trade_focus_2 and leader_trait_pop_focused_3 have no sector_modifier effects - in the files they mistakenly use planet_modifier
then because of priority the "sector" effect overwrites the actual planet effect, making the second level of the trait worthless, yada yada
