Please explain your issue is in as much detail as possible.
Some Ruler traits don't take effect immediately, but only after saving and reloading the game. So far I have noticed this for the cost reduction effects of Starbase Upgrades & Modules (Home in the Sky) and Science Ships (Explorer). In the second example the Anomaly Research Speed increase appeared to be working fine, only Science Ships retained their 100 Alloy cost instead of costing 75 as they are supposed to. I have only played Democratic governments in the current version so I don't know if this applies to other forms of government, but considering that Democracies can rotate their ruler every ten years I imagine they are most affected by this. If you don't go out of your way to save and reload after every election you can go long stretches of time with effectively no ruler traits if you roll something like Home in the Sky and Explorer.

I don't know if this applies to starting rulers too or when the same ruler is re-elected, I have so far only noticed this when a Democratic election leads to a new Ruler taking office.

Steps to reproduce the issue.
1. Play a Democracy.
2. Have a new Ruler elected with the Home in the Sky and/or Explorer trait.
3. Build a Starbase Module or Science Ship respectively and pay attention to its Alloy cost.
