Please explain your issue is in as much detail as possible.
In the Unyielding traditions, corresponding techs and leader traits that would reduce the cost and time of the upgrading of starbases do not actually change the cost and time of the upgrades at all. They always retain the original value for whatever tier the starbase is.

Steps to reproduce the issue.
Just unlock the corresponding techs and traits and you'll find that no change has actually happened.

Fortress Doctrine in the Unyielding tree doesn't apply its discount of -50%
Impenetrable Border agenda from the Unyielding tree doesn't apply its discount of -5% or finished discount of -20%

I'm having the same issue. I went Unyeilding and got the unlock on tree to lower SB cost then did Agenda which also lowers the SB Cost as I tend to play tall and turtle up but first like to get those upgrade cost way down. However all the prices are at their default price with no reduction.

I'm having also the same issue. The discounts doesn't work anymore on the starbase upgrade cost.

same problem for me... this is so annoying my empire dont focus alloy production adn these upgrades cost me tons of material (((((

Chiming in on this as well. Same issue, Fortress Doctrine did not apply the 50% reduction in cost for upgrading starbases. Reloading the save did not fix it.
