Stellaris - [Pyxis v3.10.0] [462c] Tree of Life Origin : Unique Planetary Features are lacking most of their features

Please explain your issue is in as much detail as possible.
The Tree of Life Origin's "Tree of Life" and "Tree of Life Sapling" Planetary Features are not providing all the benefits that the Nested Tooltips for the Origin shows they should.
Steps to reproduce the issue.
Start a game with the Tree of Life origin, or open attached save game.
Select Capital, select Planetary Features.
Look at Tree of Life Planetary feature.
The planetary feature only shows +4 Agriculture Districts and 4 Food upkeep.
Check Monthly Pop Growth, Planet Housing and Brain-Drone Biology Output to confirm that it isn't just an UI issue with the Planetary Feature.
All three will be unaffected by the Tree of Life Planetary Feature.
One of the screenshots below shows that the Tree of Life sapling also lacks all benefits outside of the Agriculture Districts.
To reproduce, play the game or attached save game until you finish colonizing a planet, then check the Tree of Life Sapling Planetary Feature, as well as the Monthly Pop Growth, Planet Housing, and Brain-Drone Biology Output.
