Stellaris - system flashing green when i enter it [3.0.1] [C04b]

Please explain your issue is in as much detail as possible.
entered a system after defeating the systems previous owners with Existential Expulsion building a starbase in that system and repairing a gateway in it, when i entered to repair the gateway there were no green flashes hadnt built any mining stations in the system either and there are no habitable planets in that system. Yes i am cheating using commands to get used to the mechanics in the new update, used research_all_technologies 1 1000, triggering the events to get the fallen empire buildings and max_reources.
Steps to reproduce the issue.
find a system owned by another empire with a gateway and no habitable planets kill the empire with Existential Expulsion and build a new starbase in that system and repair the gateway
