The Plight of the Beta Universe event says that it's at -1 out of 100 completion but the event tries to finish itself at the end of each month and blips back without completing.

Had the same issue happened after taking the priceless art (unity planetary buff modifier) option 3 times and returned it the 4th option hoping to fix the situation to get the Beta planet. Was on Steam and with all DLC on same version and was attempting Machine Supremacy achievement at the time. I don't have my save from then sadly but in the end the situation never removed its self despite being maxed out in the same red end of the bar.
