Two Bugs: Ecumenopolis Upgraded Wrong Districts & Synths Can't Migrate

Please explain your issue is in as much detail as possible.
1) When upgrading a planet with Industrial Districts and a Civilian Industry building (upgraded) to an Ecumenopolis, the upgraded planet has Forge Districts instead of Industrial districts. This seems like a bug when a Civilian Industry building is present.

2) After completing Synthetic Ascension, pops are locked on No Migration Allowed/Migration Controls Enabled. This prevents unemployed pops from auto-migrating to other worlds. Only the default species can migrate, and only as long as you avoid clicking the only available option "Migration Controls".

Note: Mods disabled, still an issue.

Steps to reproduce the issue.
1) Build an Industrial World with an upgraded Civilian Industry building, then upgrade to an Ecumenopolis.
2) Complete Synthetic Ascension
