Please explain your issue is in as much detail as possible.
As a custodian, I'm unable to join a federation. The target federation agrees, including all members, but no notification comes and I don't join. I never receive a message that the vote to add me has failed.

Steps to reproduce the issue.
Just ask the pictured AI empire below to join.

Can't become a member, even with yesmen turned on, not even join any other federation in the game.
