Unable to upgrade automation building to optimization building

What expansions do you have installed?
I have the Subscription

Do you have mods enabled?
Yes

Please explain your issue is in as much detail as possible.
Even if I have the technologies for automation building and optimization building, I am unable to upgrade the automation to the optimization building at all, it doesn't even show the symbol.

Steps to reproduce the issue.
Get the right techs and make and automation building, then... be unable to upgrade it.

Same thing, doesn't work even with the console command to research all technologies

Same problem. I was able to fix it by removing the district limit from the building upgrades, I think it counts an upgrade as being a second building of the same type (they are still limited to one per district by the level 1 building being district limited). Throw this in common/buildings and you should be able to upgrade them normally.

Gahh! Hope the devs fox this soon (along with Stratified Economy not pleasing Authoritarians due to pre-sapients or Nascent Stage pops...), this is extremely relevant to my current Let's Play campaign (where I am relying heavily on automation...)
