Please explain your issue is in as much detail as possible.
I got the event for the Ketlings empire. Yet i cannot survey their colonies nor do anomalies on them due to not being survey'd. Likely due to the Ketlings not producing a first contact event.

A.I. empires are also stuck in a constant loop of trying to survey them

Steps to reproduce the issue.
Entered a system filled with the tomb worlds (Silent colony, Decayed hub, Crumbling borough) got the event to spawn the Ketlings.

As a workaround, until this is fixed, just open the console and type "event distar.236" (without the "") then press [Enter]. That creates the Ketling empire. Won't get rid of the anomaly this way, but at least you can interact with them then.
