Please explain your issue is in as much detail as possible.
I have seen lots of confusion regarding this UI behavior in multiple different bug reports, but none of them were solely focused on this issue. This bug report regarding Criminal and the Odd Factory jobs not appearing is similar and probably related, but not quite the same/may be some other bug.

Simply put, the different strata jobs tiers (Elites, Specialist, Workers) in the Population tab of the Planet UI view are hidden if no pop is currently working a job that is in that strata tier. It doesn't matter if there are jobs available. If no pops are working a job in the strata job tier, then the whole tier is hidden. I don't think this is intended behavior, as it is confusing a lot of users and makes understanding what jobs are available and assigning pops to jobs very difficult, if not impossible in some scenarios.

There are multiple ways this can occur. One is simply by reducing the Job Workforce Limit to 0 for all jobs in the strata job tier. This is easily done with the Elites strata tier for a UNE start. If you make the Job Workforce Limit for the "Politician's" job 0, then the entire strata job tier will disappear from view. The pops and jobs still exist; they are just hidden. You can return the strata tier by hitting "Restore Jobs", which resets the Job Workforce Limit of the "Politicians" job to max, making pops work those jobs again and thus unhiding the strata job tier.

The other way this can happen is on a new colony. If you colonize the planet, but there are only enough pops to work the available Elite and Specialist jobs, then the Worker strata job tier will be completely hidden, even if jobs in that tier are available. I haven't found a good way to unhide that strata tier in this scenario, as I can't get pops to work the lower strata tier jobs (they always will work the highest available strata tier that they can). The only way to fully remedy this would be to limit all the upper strata jobs to zero to make the pops demote and work in the lower strata, but that isn't practical nor desirable.

In order to have parity with the current versions of the game (v3.14.15962), I recommend that the three main strata job tiers in the 3.99 beta (Elites, Specialists, and Workers respectively) always be shown in the Population tab as long as there are jobs in the strata tier, regardless if any jobs in the strata job tier are currently being worked. This is the current behavior in v3.14, with the exception of Civilians, as they don't exist in that version. I think it is fine if the Civilian strata job tier is only shown if there are actively civilians working the civilian job.

I am unsure how this relates exactly to Criminal jobs or other minor stratas job tiers (pre-sapients maybe? I haven't tested them), but it is possibly related. In 3.14, the Criminal strata tier was hidden, but only if no Criminal jobs existed. I'll need to experiment more to understand how that works in the current beta version.

Steps to reproduce the issue.
1. Launch a new UNE game
2. Click on home planet to open the Planetary UI
3. Open "Population" tab in Planetary UI
4. Click the carrot on the Elites strata tier to open the detailed view for Job Workforce management
5. Decrease the Job Workforce limit of the "Politician" job down from 200 to 0.
6. Upon doing so, the entire strata tier should disappear/be hidden.
7. You can return the Elites strata tier view by clicking the "Restore Jobs" button.

I just had this pug with some migrated Elites on Mullineux.
I only noticed because it also triggered the Red "Unemployed" warning, which it probably should not do. But the two might be related.
