Weird progress bar appears on Observation Post

Please explain your issue is in as much detail as possible.
When I scroll mouse wheel, a weird progress bar appears on Observation Post in outliner (as you can see in screenshot). My guess is that it indicates how much time is left until primitive civ "evolves"

Steps to reproduce the issue.
Progress bar appears only during scrolling, disappears immedieatly after scrolling is stopped.
