Please explain your issue is in as much detail as possible.
for example the civic Philosopher King or the Domination tradition Privy Council

Steps to reproduce the issue.
1. start game with Philosopher King: only ruler level cap should be 7, but instead every leader level cap is 7 too
2. choose Privy Council tradition in the Domination tree: only ruler level cap should now be 9, but instead every other leader cap is 9 too
