Since the last patch I send overwhelming fleet power to attack one of the incoming pirate fleets. I destroy all but one ship and it retreats off the map. My ships keep circling like they are in a fight, but they are no longer firing. The combat never ends. The only way to break out of it is to retreat potentially losing ships and taking damage. At this point this bug is very repeatable and has brought my playthru to a standstill. I am shelving this game until its fixed.

As someone also experiencing this, I feel like it's worse since the last hotfix but that's probably just anecdotal. I got so tired of having to retreat from these battles I decided to wait a while before trying again in hopes it gets fixed.
 
I have this same problem.. most annoying with the borg attack, as the borg cube responsible for the conduits is following the pirate ship, which is somewhere off map and so there are continuious fleets of borg spawning in the highway node and I can't stop them...
 
I'm not sure that this is a bug. I have had this many times when the pirates attack one of my outposts.

I have researched the debris from one of these encounters and found cloaking device remnants.

The behaviour is that they will attack an outpost. (I get warning of the attack from sensors) So I upgrade the outpost with weapons and then schedule a level II upgrade. I move a fleet into the system. Battle ensues that I win. Battle report shows that I have destroyed most of the ships but generally the 2 largest are not damaged. They retreat to the outskirts of the system and enable their cloaking device. My fleet remans and waits for them. If I retreat my fleet, they come back into view and attack my mining and research stations and my outpost. They do a damage assessment of your fleet and station and only attack again if they see a chance of taking out the station.

I found that if you retreat your fleet after the outpost has been upgraded sufficiently to repel the attack you can retreat your fleet. If it's a significant advantage for your station they will stay cloaked and leave you alone.
