Romania, Hungary sounds like it would be fun, both with a large concentration of troops and can have some nice IC, if you play your cards right, you can field the largest army in the world and pick off the two larger powers one by one.
But what I really recommend if two people are playing. Is a USA vs the World game. I've done it with two other players, I took control of production, technology, homefront and had my own strike force of 9 marines 3 tanks and a large navy and large airforce, to aid in any expedition. My two friends split it west conquest and east conquest. Although a 3rd person is unecessary, two people as USA is always fun to see. Especially when there is theft of troops, major logistical disasters, manpower problems and of course the horde of AI that will block every direction you go.
