I have been having a devil of a time getting my new plots to work. They were appearing and disappearing from the plot selection window seemingly without rhyme nor reason.

I finally discovered that I was wrong in assuming that the 'chance = {' block only affected whether or not an AI character would choose the plot. It turns out that if a character has too low a modifier then it also blocks the player from choosing that plot. When the opinion above 0 modifier was 0.1 I could select the plot, but when that modifier was 0.01 it was missing from the plot list.
