Please explain your issue is in as much detail as possible.
For some reason there are 14 shuttles in some of my shuttle hubs. I only noticed it after one was at 12 and had -2 in queue and another had 14 already and had -4 in queue.

The first one eventually build up to 14 and then stopped.

This occurred after I completed the tech that gives you 4 more shuttles per hub.

Can you replicate the issue?
No.

I have seen this issue in both my games so far, but they said shuttle construction -3 and 12/10 shuttles in use.
