Please explain your issue is in as much detail as possible.
Birth control toggles are not working properly.
1. Forbidding births does not work at all
2. Limiting births to "available space only" seems to work fine
3. The birth rate is flooding my colony with waves of newborn babies

I tried doing it with a ctr+click, setting it up individually, nothing seems to stop colonists from breeding.

I am running a few mods from the workshop - safari info (outdated, doesn't work), research breakthrough, smarter worker AI.
None of them affect births in any way.

Can you replicate the issue?
Yes, just play the game and try to block births.

Neither "Forbid Birth" nor the " Forbid birth if full" setting do anything.

"Forbid Birth" definitely does not work.

But no idea how "Forbid birth if full" is supposed to work. What is "full"? Full nursery? Full normal residential slots? Both? Somehow with "Forbid birth if full" my nurseries were at half capacity, while they were full at "Forbid Birth", but it might have been a drop of birth rate due to overpopulation. Hard to judge without knowing how it's supposed to work.

This was documented not to be fixed yet in yesterday's hotfix:

I'm sure it will be fixed soon. Sorry about that!
 
Forbid births when full works sometimes, but if you send colonists on an expedition, this opens space in the dome so births occur and then when the expedition colonists return they are homeless. Sending an expedition should not reduce colonist count or this will always occur. Please take this into consideration when patching this code

I have the same issue. The game is completely unplayable at this point. The domes are all way over full and I keep building new ones that are full before they're done. People are actually going over to them before they're hooked up and suffocating because they're so crowded. And the bad thing is that some domes don't even say "overcrowded" until there's 20 homeless people. And NO it's not tourists or exploration missions. Births are forbidden in every dome but the kids just keep popping out and frankly this is ridiculous that the devs haven't fixed this in literal YEARS. I see how they ask "which version" but it doesn't matter because it's been an issue for at least 3 years. If I would have known this was going to happen when you try to play the game right and keep the colonists happy I wouldn't have started this game at all. Going back to Skyrim where you don't have to worry about having kids,

It works well if you to do not put nursery or retirement home.
IHMO I think that's a problem: as kids grows up, they are kicked out from nursery, creating homeless if all houses are full but also creates free living place.
I think the best solution would be to do not calculate nurseries to max. free living spaces or make the option to include nurseries/house+apartments/hotels/retirements to max amount of population.
 
I can confirm Birth Control been set to 'Forbid' doesn't work for me as well. Please don't forget to fix it for tourists too - my current Biorobots run is ruined by tourists who get to Mars and leave their children here, regardless of Birth Control been forbidden.
