Do you have Space Race installed?
No

Please explain your issue is in as much detail as possible.
In an existing game (made prior to Below and Beyond) I cannot request colonists from the Resupply menu. Going to Resupply -> Passenger Rocket just shows the Select Colonist screen. I have to press Tab to get out of this menu.

Can you replicate the issue?
Yes, every time I go to the Resupply -> Passengers menu

Same, though it only affects old saves. New games doesn't seem to be affected.
