Please explain your issue is in as much detail as possible.
During the event "The Dredger" after the resupply restriction has been enacted, you can go to the expedition launch screen and, if you have no rocket landed, it opens the dialogue to tell you to send one from Earth. If you click on it, you can continue sending rockets as normal, despite the option still being locked out on your HUD.
