Flatten tool not working

Please explain your issue is in as much detail as possible.
Before the Below And Beyond content came in I was able to use the Flatten tool to help raise and lower the areas around my base. Since the expansion the Flatten tool no longer allows a cursor on screen to enable you to select an area to flatten. I can choose it from the build menu, but as soon as I do the cursor disappears. I was able to flatten on previous instances of this save file.
Can you replicate the issue?
I attempted again once the recent hotfix went in. Problem persists. I have both closed and restarted the game, and shut down and restarted my PC on multiple occasions
