Please explain your issue is in as much detail as possible.
Whether I start a new game or use an existing save, I do not have the Recon and Exploration tech tree in my research menu.

I have the same problem. Is this even a bug, or does the tree appear later?

Yeah I'm a dummy and didn't realize that the DLC was a paid DLC. I thought I read that it was free, and since there were other features like the research priority arrows I figured that I would unlock it later. Nope, the rest of the DLC is unlocked after you pay for it.
